Legislative: Medicinal. The legislative session is dead for 2024. There is a 70% approval rating. The Georgia medical marijuana bill, HR1254 was Introduced in February 2024 by Democrats. It proposes a constitutional amendment to legalize marijuana for adults 21 and over. The bill has seen little action since late February. If passed, it would allow pharmacies to sell cannabis to 18,000 patients.

Legislative: Medicinal. The legislative session is dead for 2024. There is a 58% approval rating. Although the Senate passed SB 3335, the House ran out of time and did not vote for final passage. On April 27, the Governor proposed changing the definition of medical marijuana to make it available for any health condition, requiring a doctor-approved registration card. Currently, 32,000 patients are in the program.

Legislative: Not Legalized. The legislative session is dead for 2024. There is a 68% approval rating. Supporters needed 62,896 signatures by May 1 to get the measure on the November ballot and collected 94,795 signatures across 20 legislative districts. Verification is ongoing, with 40,000 signatures already verified. If they meet the 6% requirement in 18 of 35 districts, the initiative will appear on the November 5 ballot. HB 559, introduced in February 2024, proposes decriminalizing possession of less than 3 ounces of marijuana with a $420 fine.

Indiana
Legislative: Medicinal. The legislative session is dead for 2024. There is a 54% approval rating for medical marijuana. None of the bills made it before the end of the session on March 14, 2024. HB 1154 would permit adults to purchase up to an ounce of marijuana and/or eight grams of concentrate from a state-licensed dispensary. It would also allow individuals to cultivate up to six marijuana plants for personal use. Introduced by long-time reform supporter Senator Tallian, Senate Bill 223 would remove penalties for the possession of up to two ounces of marijuana, while Senate Bill 87 would establish the Cannabis Compliance Commission to regulate all forms of legal cannabis in Indiana. A ballot measure must go through the legislative level meaning voters don’t get the option to vote directly.

Legislative: Medicinal. The legislative session is dead for 2024. S 2335, which aimed to increase the number of licensed medical dispensaries from 5 to 10, did not pass before the session ended on April 20, 2024. House 2605 passed with a 31-18 vote, imposing limits of 4 mg of THC per serving and 10 mg per container on consumable hemp products. Lawmakers are also considering adding a 2.5% sin tax on hemp products. Currently, Iowa has 50,000 medical marijuana patients who can purchase up to 4.5 grams of THC every 90 days, with exceptions for those who obtain a waiver.

Despite needing 40 votes to move it out of committee, they only secured 24. There have been retaliatory actions against members advocating for the bill.

HB 978 (previously HB 54) aims to create an adult-use cannabis market, while HB 376 extends the medical program to 2030. HB 649 proposes decriminalization as a ballot measure for 2024.

The existing 178 medical dispensaries would be used for recreational sales. Despite Democratic control of the House, Republican opposition in the Senate poses a challenge.

Tennessee
Legislative: Not Legalized. The legislative session is dead for 2024 in Tennessee, with a 62% approval rating for marijuana legalization. Both Republican and Democratic bills failed in committee in 2023. Democratic lawmakers have filed a bill to put marijuana legalization referendum questions on the 2024 ballot, though the results would be nonbinding. The "Free All Cannabis for Tennesseans Act" (HB 0085) is progressing in the House, while a similar effort (SB 0168) was introduced in the Senate earlier this year.

Legislative: Recreational & Medicinal. The legislative session is dead for 2024 in Texas, with no session scheduled. Despite an 82% approval rating for marijuana legalization, Lubbock rejected decriminalization. Several cities, including Denton, Killeen, Harker Heights, Austin, San Marcos, and Elgin, have decriminalized marijuana, but the Texas Attorney General is suing these cities. Texas plans to pass a law in 2026 to prevent cities from interfering with state law. There are 7,000 registered hemp dispensaries as of 2024, a program that started in 2020.

Legislative: Not Legalized. The legislative session is dead for 2024 in Wyoming, with a 68% approval rating for marijuana legalization. Delta 8 was banned in March 2024, and on March 28, the Cheyenne City Council rejected decriminalization. A 2024 ballot measure required 41,776 signatures with 15% of qualified voters in 16 out of 23 counties by January 2023 but did not meet this requirement. Two measures, one for medical marijuana and one for reduced criminal penalties, failed to make it to the ballot.
